Description

Background
The New York State Education Department (NYSED) is seeking proposals for the Charter Schools Program (CSP) Technical Assistance and Facilitation Partner. The goal of this contract is to provide support for the implementation, continuous improvement, and dissemination of best practices in charter schools across New York State.

The CSP, authorized by Title IV, Part C of the Elementary and Secondary Education Act (ESEA), aims to expand high-quality charter school options and improve educational outcomes for students at risk of not meeting state academic standards.

Work Details
The Technical Assistance Partner (TAP) will perform three main functions:

1) Implementation Support: Facilitate the launch and execution of charter school initiatives through coaching, tools, and project management;

2) Continuous Improvement and Monitoring: Assist partnerships in using data to strengthen implementation over time;

3) Learning and Dissemination: Help partnerships package their generated artifacts and synthesize lessons into practice-ready products for statewide use.

Specific tasks include: Grantee onboarding, ongoing technical assistance, grant management, development of partnership-generated learning products, professional learning sessions, and field development. Subcontracting is limited to 30% of the total contract budget.

Period of Performance
The contract is anticipated to begin on September 1, 2026, and end on June 30, 2030.

Place of Performance
The services will be performed statewide across New York State as part of the Charter Schools Program.

Bidder Requirements
Bidders must comply with NYSED’s Minority and Women-Owned Business Enterprises (M/WBE) participation goals: MBE Goal of 17% and WBE Goal of 13%. Additionally, there is a Service-Disabled Veteran-Owned Business (SDVOB) goal of 6%. Bidders are required to document good faith efforts to meet these participation goals or request waivers if they cannot comply.
