Champlin Beach Pier Project

Background
The Champlin Beach Pier Project is initiated by the Town of Urbana, located in Steuben County, New York. The project aims to remove the existing pier and construct a new pier at Champlin Beach to enhance recreational access and facilities for the community. The Town of Urbana is committed to providing equal opportunity in its contracting processes and has set a goal for 30% participation from Minority/Women Business Enterprises (MWBE).

Work Details
The contractor will be responsible for the following tasks:
1. Remove the existing wood pier in its entirety, including decking, framing, piles, and foundations.
2. Construct a new pier that is 477 feet long and 15 feet wide, with a main pier elevation of 717.75 feet.
3. Install new winged wood or steel piers, piles, and docks as specified in the drawings (S100 - S600).
4. Provide seasonal railings for the pier as outlined in the drawings (S100 - S500).
5. Conduct all work in compliance with prevailing wage rates and safety regulations as per O.S.H.A standards.
6. Ensure that all existing underground utilities are verified prior to construction and restored if damaged during operations.

Period of Performance
The anticipated start date for the project is April 1, 2026, with substantial completion expected by December 1, 2026, and final completion by December 15, 2026.

Place of Performance
The work will be performed at Champlin Beach located in Hammondsport, NY.

Bidder Requirements
Bidders must provide a 5% bid bond or certified check along with a Non-Collusive Bidding Certification upon submission of their bids. Successful bidders will be required to submit performance and payment bonds for 100% of the contract sum prior to award. Additionally, bidders must comply with MWBE participation goals of 30% and submit an Affirmative Action and MWBE Policy Statement before contract award.
