C080005 - Full Services Lottery System

Work Requested:
The New York State Gaming Commission is seeking to extend the Full Services Lottery System (FSLS) contract to ensure the uninterrupted operation of the Lottery. The work includes:

• Maintenance of the FSLS by the current vendor, Brightstar Global Solutions Corporation (formerly GTECH Corporation, aka IGT Global Solutions Corporation), in accordance with the existing contract terms.
• Implementation of critical upgrades as needed to keep the lottery system aligned with evolving cybersecurity and technological standards.
• Coverage of organizational and equipment fees required by the contract during the extension period.

Requesting Entity:
This extension is being requested by the New York State Gaming Commission.

Background:
The original FSLS contract was awarded in 2008 through a competitive procurement process to GTECH Corporation, which is now Brightstar Global Solutions Corporation. The current contract is set to expire on August 6, 2026. Due to various factors, a two-year extension has been approved to preserve vital lottery operations.

Contract Requirements:
- The contract value will be increased by $190,000,000 to accommodate required fees and upgrades during the extension.
- There have been no rate increases associated with the additional funding.
