Background
The Empire State Development (ESD) aims to promote economic growth and job creation in New York State.
The Erie Canal Harbor Development Corporation (ECHDC), a subsidiary of ESD, focuses on revitalizing Western New York’s waterfront, particularly in Buffalo.
This Request for Proposals (RFP) is part of an initiative to enhance the Buffalo Cruise Terminal, transforming it into a docking site for domestic and international cruise ships.
The project seeks to improve public access and create a vibrant waterfront destination.

Work Details
The contract involves comprehensive improvements at the Buffalo Cruise Terminal, including:
- Seawall shoring and repair
- Site clearing and remediation
- Enhancing public access to the water
- Constructing a small parking lot
- Installing site lighting
- Adding new landscaping and hardscape elements
- Erecting new fencing
- Improving site drainage
- Constructing a new one-story building or buildings designated for customs processing and public comfort stations.
The design must reflect the aesthetics of previous projects at nearby locations and ensure compliance with budgetary constraints set by ECHDC.

Period of Performance
The anticipated contract duration is approximately 28 months, with the goal of obtaining a Certificate of Occupancy by June 30, 2027.

Place of Performance
The project will be executed at the Buffalo Cruise Terminal located in Buffalo, New York.
