The Orange County Industrial Development Agency (OCIDA) is seeking proposals from Qualified Environmental Professionals (QEPs) to provide environmental and engineering consulting services as part of a Brownfield Assessment Grant awarded by the US Environmental Protection Agency (EPA). Grant funding will be used to characterize, assess, and conduct cleanup planning and community involvement related activities for brownfield sites in Orange County, NY. Responsibilities include but are not limited to the following: conducting environmental assessments, development of quarterly reports and associated paperwork, supporting public engagement activities, and assisting with the development of brownfield redevelopment activities. The contract will be for the period between March 2025 to September 2028. The project is funded with EPA Brownfield Assessment and Cleanup grant funds. Grant funds are being administered by Orange County Industrial Development Agency.

Background
The Orange County Industrial Development Agency (OCIDA) is seeking proposals from Qualified Environmental Professionals (QEPs) to provide environmental and engineering consulting services as part of a Brownfield Assessment Grant awarded by the US Environmental Protection Agency (EPA).

The goal of this contract is to characterize, assess, and conduct cleanup planning and community involvement activities for brownfield sites in Orange County, NY. This initiative aims to prioritize and assess strategic brownfield properties, return tax delinquent sites to productive use, and facilitate redevelopment.

Work Details
The selected consultant will be responsible for: conducting twelve (12) Phase I Environmental Site Assessments (ESAs) and three (3) Phase II ESAs; developing two (2) site-specific cleanup plans/Analysis of Brownfield Cleanup Alternatives; creating two (2) planning documents for brownfields revitalization; and submitting sixteen (16) quarterly reports along with a Close-out report.

Key activities include:
1. Site Characterization and Assessment Activities: Conduct Phase I ESAs per ASTM standards; conduct Phase II ESAs with Quality Assurance Project Plans; perform Hazardous Materials surveys.
2. Brownfield Redevelopment Planning: Create site disposition strategies; perform market viability studies; develop resource roadmaps; conduct cleanup/reuse planning.
3. Community Outreach: Support OCIDA in outreach efforts to local representatives for identifying brownfield opportunities.
4. Grant Administration and Reporting: Assist OCIDA staff with quarterly reports, database information, Health & Safety Plans, and other requirements.

Period of Performance
The contract will be performed from March 2025 to September 2028.

Place of Performance
The contract will be performed in various locations throughout Orange County, NY, including but not limited to Port Jervis, Chester, Harriman, and Newburgh.
