Enclosed is a request for quotation (RFQ) to perform the attached scope of work.
Mandatory site visit will be held 8/20/25 @ 10:30am at the project location listed .
Attendance will be recorded. Please be sure to sign the sign in sheet (provided by the Maintenance staff conducting the site visit). The sign in sheet is a separate entity from the resident visitor's log. When signing in, be sure to check the project name listed on the sign in sheet to ensure you are recording your attendance correctly. Failure to do so will cause you to be ineligible to submit a quote. There are no exceptions. Please write clearly for corresponding purposes and make sure you include an email address and phone number where you can be reached. Late arrivers at the site will not be allowed to sign in, participate, nor submit a quote for this project.
Method of Award:
This is an RFQ (request for quotes). This is not an IFB (bid). The Broome DDSO intends to award the contract to the most responsible and responsive vendor that provides the lowest cost and meets the requirements detailed in the scope of work. Upon request, vendor must demonstrate 2 years of relevant experience on prior projects of similar magnitude and its subject to vendor responsibility determination. Broome DDSO reserves the right to reject all quotes. In deciding whether to submit a quote, please be aware the awarded vendor must adhere to the time frames outlined in the scope of work. The awarded vendor will also be required to submit certificates of Liability Insurance and Worker's Compensation Insurance as well as completed Lobbying Law Forms, and signed Appendix A. Please be prepared to submit these in a timely fashion. The Broome DDSO will make no concessions to the vendor for any alleged misunderstanding or deception because of quantity, quality, character, or other condition. The Broome DDSO's interpretation of specifications shall be final and binding. Please note, all staff working at the project site will be required to sign an attendance sheet for record purposes. This includes the residence visitor log and/or an attendance sheet provided by the Maintenance Department. In the event of a tie, contract will be awarded to the Contractor whose bid was received earliest.
Prevailing Wages: Schedule PRC #:
NYS Labor law requires that all contracted employees performing maintenance, repairs or capital improvements in state owned buildings receive the prevailing wage and supplements rate for the occupation in which they are working. Certified payroll record/s MUST be submitted at the time of invoicing. . Without submittal of certified payroll record/s, payment will not be made. Background
The Broome Developmental Disabilities Services Office (DDSO) is seeking a vendor to replace existing windows at the Johnson City IRA facility located at 415 Main St, Johnson City, NY. The goal of this contract is to ensure that all work is performed according to the specified scope and general requirements, while adhering to applicable codes and industry standards. The agency emphasizes the importance of quality workmanship and compliance with prevailing wage laws.
Work Details
The contractor will be responsible for removing and replacing all existing windows in the residence. This includes:
- Replacing windows in kind that are not being changed to egress.
- Installing at least one egress window in each bedroom with specific minimum openings:
- 5.7 sq ft minimum net clear openable area,
- 20-inch minimum net clear width opening,
- 24-inch minimum net clear height opening,
- maximum sill height of 44 inches above finished floor.
- Repairing or replacing any damaged window trim during installation.
- Wrapping and caulking all windows on the outside.
- Ensuring installations follow manufacturer’s instructions and industry best practices.
- Conducting all necessary measurements during the mandatory site visit.
- Responsible for debris removal and cleaning or repairing any damage caused during work.
- Providing a one-year warranty on parts and labor from the date of payment for the job. Acceptable window brands include Viwinco Cambridge replacements, Pella, and Renewal by Anderson. The contractor must also be lead certified due to potential lead paint on the exterior.
Period of Performance
The work must be completed within 60 days of receiving the purchase order, with a start time expressed in days post issuance of a PO.

The contract will be performed at Broome DDSO-Johnson City IRA located at 415 Main St, Johnson City, NY 13790.
Bidder Requirements
Vendors must demonstrate a track record of completing similar jobs successfully and provide proof of registration as required by Labor Law Section 220-i prior to commencing work. The contractor must submit certificates of Liability Insurance, Worker’s Compensation Insurance, and completed Lobbying Law Forms along with their quote. Additionally, certified payroll records must be submitted with invoices for payment processing.
