Dear Vendor:

Enclosed is a request for quotation (RFQ) to perform the attached scope of work.

Mandatory site visit will be held 12/04/24 @ 8:00am at the project location listed .

Please confirm your attendance prior to the site visit by contacting the Project Manager listed. Attendance will be recorded. Please be sure to sign the sign in sheet (provided by the Maintenance staff conducting the site visit). The sign in sheet is a separate entity from the resident visitor's log. When signing in, be sure to check the project name listed on the sign in sheet to ensure you are recording your attendance correctly. Failure to do so will cause you to be ineligible to submit a quote. There are no exceptions. Please write clearly for corresponding purposes and make sure you include an email address and phone number where you can be reached. Late arrivers at the site will not be allowed to sign in, participate, nor submit a quote for this project.

Method of Award:

This is an RFQ (request for quotes). This is not an IFB (bid). The Broome DDSO intends to award the contract to the most responsible and responsive vendor that provides the lowest cost and meets the requirements detailed in the scope of work. Upon request, vendor must demonstrate 2 years of relevant experience on prior projects of similar magnitude and its subject to vendor responsibility determination. Broome DDSO reserves the right to reject all quotes. In deciding whether to submit a quote, please be aware the awarded vendor must adhere to the time frames outlined in the scope of work. The awarded vendor will also be required to submit certificates of Liability Insurance and Worker's Compensation Insurance as well as completed Lobbying Law Forms, and signed Appendix A. Please be prepared to submit these in a timely fashion. The Broome DDSO will make no concessions to the vendor for any alleged misunderstanding or deception because of quantity, quality, character, or other condition. The Broome DDSO's interpretation of specifications shall be final and binding. Please note, all staff working at the project site will be required to sign an attendance sheet for record purposes. This includes the residence visitor log and/or an attendance sheet provided by the Maintenance Department. In the event of a tie, contract will be awarded to the Contractor whose bid was received earliest.

Prevailing Wages: Schedule PRC #: 2024014519

NYS Labor law requires that all contracted employees performing maintenance, repairs or capital improvements in state owned buildings receive the prevailing wage and supplements rate for the occupation in which they are working. Certified payroll record/s MUST be submitted at the time of invoicing. . Without submittal of certified payroll record/s, payment will not be made. Please check your submission for arithmetic errors and correct labor wages. Broome DDSO reserves the right to reject any quote which does not reflect the correct prevailing wages in accordance with the provided wage schedule. Background
The Broome Developmental Disabilities Services Office (DDSO) is seeking a contractor to perform alterations to the fire door assembly at their facility located at 249 Glenwood Road, Binghamton, NY.
The goal of this project is to create a 2-hour rated assembly at the 2S pedestrian way connection between buildings 2 and 1, ensuring compliance with safety and building codes.
The contractor will be responsible for providing all necessary labor and materials, as well as adhering to specific requirements outlined in the scope of work.

Work Details
The contractor shall provide all labor and materials necessary to complete the work in a professional manner according to the attached scope of work and architectural drawings.
Specific tasks include:
1. Removal of existing partition, double egress doors, associated hardware, aluminum storefront, glazing, and concrete masonry units as indicated on the drawings.
2. Construction of a new 2-hour fire barrier with 1-1/2-hour rated double egress doors that will be on magnetic hold opens connected to the fire alarm system.
3. Installation of conduits, boxes, and pathways for power supply connections.
4. Inspection of concealed structures, electrical conduits/cables, and fire caulks by OPWDD prior to concealment.
5. Infill façade CMU must closely match existing materials.
6. All work must conform to applicable codes and manufacturer’s instructions, following industry best practices.
7. A one-year warranty on parts and labor is required.

Period of Performance
The work must be completed within 60 days of receiving the purchase order.
Normal working hours are from 7 AM to 7 PM, Monday through Friday.
