Background
The New York State Office of General Services (NYS OGS) is seeking a qualified Contractor to provide an agency-wide, cloud-based Financial Enterprise Resource Planning (ERP) system. The goal is to transition from predominantly paper-based financial workflows to a fully digital financial management system that automates service delivery while ensuring compliance with applicable laws and best practices.
Work Details
The Contractor will provide a public cloud-hosted Financial Management System (FMS) that supports accounting, budgeting, financial reporting, audit support, and related administrative functions. Key deliverables include:
1. System Design: Tailored design of the FMS.
2. System Implementation: Configuration and implementation of the FMS.
3. Test Environment: Development and delivery of a complete test environment.
4. Go-Live Services: Support including annual maintenance, subscription services, technical support, troubleshooting, and system upgrades for 60 months.
5. Post Go-Live Support: After-hours emergency services and ongoing change management support.
The solution must include modules for General Ledger, Accounts Payable/Receivable, Encumbrances/Purchase Orders, Cash Receipts, Payroll, Financial Reporting, Budgeting and Forecasting, Fixed Assets Management, and more. It should also ensure secure access controls and data migration procedures that preserve data integrity while complying with New York State Information Security Policy.
Period of Performance
The contract will be executed over a term of five years with two optional two-year renewals.
Place of Performance
The primary operations will be at the Fund's facilities located at 233 Broadway in New York City.
Bidder Requirements
Bidders must comply with NYC Supplemental Agreements and are encouraged to hold relevant certifications such as M/WBE or SDVOSB. The Contractor must adhere to strict security protocols including multi-factor authentication (MFA), role-based access control (RBAC), and maintain compliance with industry standards such as SOC 2 and PCI-DSS.
