Baruch College of The City University of New York intends to procure Digital Media Buy Placement and Management Services pursuant to its discretionary purchasing authority under State Finance Law 163(6). This procurement opportunity is limited to New York State businesses certified pursuant to Article 15-A of the New York State Executive Law. A copy of the specifications can be downloaded from the document section of this advertisement.
Any purchase that results from this advertisement shall be governed by the terms and conditions of this advertisement (including without limitation, any attached specifications and any other terms and conditions attached hereto or incorporated herein by reference) and by the University's standard Purchase Order Terms and Conditions and Appendix A, Standard Clauses for New York State Contracts which are incorporated herein by reference with the same effect as it is written.

Offerer's Affirmation of Understanding of and Agreement pursuant to State Finance Law 139-j (3) and 139-j (6) (b)
1. Offerer's Disclosure of Prior Non-Responsibility Determinations and Certification of Compliance with State Finance Law 139-j and
139-k .
2. Under the requirements of the State Procurement Lobbying Act all communications regarding advertised projects are to be channeled through the Office of University Controller (*Designated Contacts). Until a designation is made, communication with any other CUNY employees concerning this project that is determined to be an attempt to influence the procurement may result in disqualification.
Contact with CUNY: Under the requirements of the PLA, all communications regarding advertised projects are to be channeled through the Designated Contact. Communication with respect to this procurement initiated by or on behalf of an interested vendor through others other than the Designated Contact may constitute an impermissible contact under NYS law and could disqualify that vendor.

Background
Baruch College of The City University of New York intends to procure Digital Media Buy Placement and Management Services. This procurement opportunity is limited to New York State businesses certified as Minority and Women-owned Business Enterprises (MWBE) under Article 15-A of the New York State Executive Law. The goal of this contract is to enhance the College's marketing efforts through strategic media planning and execution across various platforms.
Work Details
The contractor shall conduct Digital Campaigns Media Buy Placements for Baruch College, focusing on the following programs: Marxe School of Public and International Affairs, Weissman School of Arts and Sciences, Zicklin School of Business, and the Provost Office of Academic Administration.
Services include:
- Strategic media planning, buying, and placement across various media platforms (video, digital, audio, social media, print, out-of-home)
- Budgeting guidance
- Monitoring effectiveness of media buys
- Statewide or localized campaigns
- Multilingual campaigns as required.
Specific campaigns include:
1. Marxe Awareness Always On Campaign - Budget: $35,000
2. Master of Science in City Planning Campaign - Budget: $11,000
3. Baruch Online Marketing Campaign - Budget: $25,000
4. Zicklin Graduate MBA and MS Programs Campaign - Budget: $73,000
5. Weissman Grad Studies Google Search Campaign - Budget: $5,000
6. LinkedIn campaigns targeting specific demographics with tailored messaging.
All content for placement must be approved by the College before finalization.
Period of Performance
The contract will commence upon written notification from the College and will last for one year from January 2025 to June 30, 2025.
Place of Performance
The services will be performed primarily in New York City and surrounding areas including Nassau County and Bergen County.
