Auto Towing, Storage, Auction, and Salvage Services Contract Opportunity in New York City

Background
This Request for Proposals is for the provision of Invoiced Auto Towing, Storage, Auction, and Salvage Services (IATSASS). The New York City Department of Sanitation, herein “DSNY” or the “Agency”, is seeking an appropriately qualified Contractor to transport vehicles from DSNY facility located at 803 Forbell St, Brooklyn, NY 11208, provide storage pending auction or salvage, and auction vehicles to members of the public or have them salvaged in compliance with the specifications set forth in this RFP. Up to 1,000 vehicles shall be auctioned per year, with an average daily inventory of up to 30 vehicles. These vehicles are not owned by the Agency. The majority of these vehicles are abandoned or impounded for illegal dumping and unclaimed by the lawful owner.
The Contractor shall be required to tow these vehicles from 803 Forbell St, Brooklyn, NY 11208 to the Contractor’s facilities.

Work Details
The selected Contractor shall tow vehicles designated by DSNY for auction or salvage from a DSNY facility located at 803 Forbell Street, Brooklyn, NY 11208. The Contractor shall provide storage pending auction or salvage and auction/salvage vehicles in a facility or facilities owned/leased by the Contractor. The total capacity of all sites shall not be less than 100 vehicles at one time. The Contractor shall submit its prices for towing and storing, as well as the percentage of auction/salvage proceeds that shall be remitted to DSNY on the Item Tab in PASSPort.
The Contractor may subcontract components of the proposed work to subcontractors, subject to DSNY approval and to the subcontracting value limit listed below.

Period of Performance
It is anticipated that the contract awarded from this RFP will have a term of five (5) years with three (3) 2-year options to renew. The Proposal Due Date is Wednesday, June 12, 2024 at 3:00 P.M., and the anticipated Contract Start Date is September 2, 2024.

Place of Performance
The geographic location(s) where the contract will be performed include DSNY facility located at 803 Forbell St, Brooklyn, NY 11208 and within New York City or within 50 linear miles from any of the contiguous boundaries of New York City.
