Montrose Engineering & Geology, D.P.C. (Montrose or the Owner's Representative') is requesting a sealed bid prepared and submitted in accordance with the scope of Work and specifications presented herein, on behalf of the Wayne County Regional Land Bank Corporation ( the Land Bank' or the Owner') for asbestos abatement to facilitate renovation of properties located at 52-54 Canal Street and 24 Church Street; and demolition of properties located at 42, 46, 58-66, 67-69, 78, 80, and 88 Canal Street, Lyons, New York ( the Site' or Subject Property').
Montrose and the Land Bank disclaim any responsibility that representations made regarding conditions or quantities of materials will remain as they were when reviewed by the bidders during the bidding period, prior to award of the contract, or during the Work. Buildings determined to be structurally unsound shall require demolition in accordance with the requirements of 12 New York Codes, Rules, and Regulations (NYCRR) Part 56-11.5 (controlled demolition with asbestos in-place).
NOTE: Portions of the Work contained herein may be subject to modification as a result of the Public Comment Period and approval of the Analysis of Brownfield Cleanup Alternatives (ABCA) by the United States Environmental Protection Agency.
NOTE: Asbestos abatement of the properties at 52-54 Canal Street and 24 Church Street are a priority for the Land Bank and shall be completed first by the Contractor to allow renovation construction (by others) to commence late summer, 2025.
Mandatory Site Visit and Pre-Bid Meeting
Bidders will be required to participate in a Mandatory Pre-Bid Meeting and Site Visit to be organized by the Owner's Representative. The meeting will be conducted at 52-54 Canal Street, Lyons, NY on Monday, June 16 at 10 am followed by a walking tour of the properties. At that time, the Bidder shall become familiar with local conditions that may affect cost, progress, performance, or furnishing of the Work.

Additionally, it includes the demolition of properties at 42, 46, 58-66, 67-69, 78, 80, and 88 Canal Street in Lyons, New York. The Land Bank prioritizes the asbestos abatement of the first two properties to allow subsequent renovation construction to commence by late summer 2025.
Work Details
The contractor will be responsible for:
1. Asbestos abatement at properties located at 52-54 Canal Street and 24 Church Street.
2. Demolition of structurally unsound buildings in accordance with NYCRR Part 56-11.5 (controlled demolition with asbestos in-place) at the following locations:

- 80 Canal Street
- 88 Canal Street.
Note that portions of the work may be subject to modification based on public comments and EPA approval.
