Application Fraud Solution

Background
The State University of New York (SUNY), specifically Empire State University, is issuing this Request for Proposal (RFP) to find a vendor capable of providing and implementing software to manage the submission of fraudulent applications.
This initiative aims to enhance the integrity of the application process, particularly during peak periods when fraudulent applications have increased due to the institution's open admissions policy.
SUNY Empire serves approximately 16,500 students and is committed to providing accessible education while safeguarding against identity theft and fraud.

Work Details
The selected vendor will be responsible for delivering an Application Fraud Solution that includes:
1. Real-time detection capabilities for identifying potentially fraudulent applications during the admissions process.
2. Monitoring dark web sources for compromised applicant information.
3. Integration with existing systems such as Slate and other common admissions platforms.
4. Compliance with data privacy regulations including FERPA and GDPR.
5. User access management features, including role-based access controls and Single Sign-On (SSO) support.
6. Performance reliability with a requirement for 99.5% uptime.
7. Security measures including TLS encryption and compliance with SOC 2 or HECVAT standards.

Period of Performance
The contract will be established for a term of five years, starting on or near May 1, 2026.

Place of Performance
The services will primarily be performed at SUNY Empire's facilities located in Saratoga Springs, NY, although the software solution may operate in a cloud-based environment.

Bidder Requirements
Bidders must meet specific qualifications including:
- Compliance with Service-Disabled Veteran-Owned Business (SDVOB) goals of 6% and Minority/Women Business Enterprise (MWBE) goals of 15% each.
- Submission of a completed Technical Specification Responses Document (TSRD) demonstrating adherence to mandatory requirements.
- Registration in the New York State VendRep System for vendor responsibility verification.
