Description

Background
The NYC Fire Pension Fund is responsible for managing and administering approximately 18,000 pensions for the New York City Fire Department.

The purpose of this Request for Proposals (RFP) is to select a vendor to provide advisory services for the evaluation of the current Pension Administration System (PAS) and to assist in the development of a new RFP aimed at replacing the existing system.

Work Details
The selected vendor will be required to:
1. Develop comprehensive business, functional, and technical requirements for a new PAS.
2. Provide analytical and technical support during the evaluation and scoring of proposals submitted in response to the subsequent RFP.
3. Assist in defining the scope for additional RFPs needed for implementing the new PAS, including quality assurance, independent verification and validation (IV&V), and change management services.
4. Advise on staffing resources, skill sets, and role definitions necessary for successful implementation of the new software.

The vendor must conduct workshops with end users, one-on-one interviews, workflow analysis, business analysis, and business process reengineering.

Period of Performance
The anticipated contract term is one year upon execution of the contract, with a maximum budget not exceeding $490,000.

A renewal clause may be established at the discretion of the Fund.

Place of Performance
The services will primarily be performed at locations associated with the NYC Fire Pension Fund in New York City.

Bidder Requirements
Vendors must demonstrate at least five years of relevant experience providing IT consulting services for defined benefit pension plans or similar organizations.

They must provide documentation that key personnel have a minimum of five years' experience in large-scale application development projects, submit three letters of reference from previous engagements, affirm agreement to terms in Appendix A for contracts over $100k, complete various required forms (including tax affirmation and compliance riders), provide proof of commercial general liability insurance with limits no less than $1 million per claim, and acknowledge that offshore work is not permitted.
