Description

Operation and management of the New York City red light, fixed speed, mobile speed, and bus lane violations issuance program. Responses to this RFP must be submitted via PASSPort. To access the RFP, vendors should visit the PASSPort public Portal at https://www.nyc.gov/site/mocs/passport/about-passport.page and click on the Procurement Navigator. This will take you to the Public Portal of all procurements in the PASSPort system. To quickly locate the RFX, insert the EPIN 84124P0012 into the Keywords search field. In order to respond to the Request for Proposals, vendors must create an account within the PASSPort system if they have not already done so. A Pre-Proposal conference via TEAMS is scheduled for 07/24/2024 at 11:00 am. Those who wish to attend must email the authorized agency contact for a link no later than 07/23/2024 by 4:00PM. The deadline for the submission of questions via email is 07/31/2024 by 4:00 PM to the authorized agency contact person. The Proposal due date (submission via PASSPort) is 08/23/2024 by 2:00 PM. This procurement is subject to participation goals for Minority-owned Business Enterprises (MBEs) as required by Section 6-129 of the New York Administrative Code. The M/WBE goal for this project is 30%. Background
The New York City Department of Transportation (NYCDOT) is seeking proposals for the operation and management of its Automated Enforcement Program. This program includes red light, fixed speed, mobile speed, and bus lane violations issuance. The goal of this contract is to enhance traffic safety and compliance through automated enforcement measures.

Work Details
The contractor will be responsible for the operation and maintenance of the existing roadside equipment (RSE) utilized in the Automated Enforcement Program. This includes:

- Management of red light camera systems, including models from American Traffic Solutions, Inc. (RLC-300 TC1620) and JENOPTIK AG (TraffiStar SR291).
- Maintenance and operation of bus lane enforcement systems using ALPR technology from Systems Engineering & Assessment Ltd. and CitySync Ltd.
- Ensuring all equipment is functional and compliant with city regulations.
- Managing data collection and reporting related to violations captured by the automated systems.

Specific responsibilities regarding the re-use of existing RSE are outlined in Appendix F — Scope of Work and Requirements Document.

Period of Performance
The contract will be performed over a period that begins upon award and continues for a specified duration as outlined in the final contract agreement.

Place of Performance
The services will be performed throughout New York City, specifically targeting locations where automated enforcement is currently deployed.
