82626B0005-BWS-CFP-106(R) Granular Activated Carbon (GAC) at Croton Filtration Plant

Background
The New York City Department of Environmental Protection (DEP) is issuing this solicitation for the replacement of Granular Activated Carbon (GAC) at the Croton Filtration Plant. The goal of this contract is to ensure the continued effective operation of the filtration system by replacing GAC in existing filter beds, which is critical for maintaining water quality and compliance with health standards.

Work Details
The contractor will provide all necessary labor, parts, materials, and equipment for the removal of existing GAC from 48 filter beds (22 feet by 36 feet and 3.5 feet deep each) and installation of virgin GAC into these beds. The work includes installing make-up silica sand underneath the GAC.

Each year, twelve filter beds must be replaced within an eight-week timeframe without interfering with facility operations. The GAC and silica sand must meet specified requirements and be sourced domestically. The contractor is also responsible for ensuring that all work complies with original equipment manufacturer guidelines and safety regulations.

Period of Performance
The contract will be performed over a four-year period, with specific work on twelve filter beds scheduled each year.

Place of Performance
The work will be conducted at the Croton Filtration Plant located at 3701 Jerome Ave., Bronx, NY 10467.

Bidder Requirements
Bidders must demonstrate a minimum of three years of experience in similar work, provide an organizational chart, submit a list of at least three relevant contracts, and possess all necessary licenses and certifications including OSHA training for workers. Bidders are required to submit a Temporary Access Form prior to site visits.
