Background
The Office of Chief Medical Examiner (OCME) of New York City is seeking proposals from qualified Minority and Woman Owned Business Enterprises (M/WBEs) to establish a comprehensive five-year executive plan. This initiative aims to define strategic priorities, operational goals, and measurable outcomes that align with the agency's mission to investigate cases of death within the city. The contract is being issued under the M/WBE Small Purchase Method, with a total value not exceeding $1,500,000.

Work Details
The contractor will provide services including:

1) Conducting kickoff meetings with key OCME leadership to align project goals;
2) Facilitating structured workshops with the Executive Leadership Team (ELT) to develop priorities and performance metrics;
3) Drafting successive versions of the five-year executive plan based on ELT feedback;
4) Creating an implementation roadmap with timelines and responsible divisions;
5) Developing standardized reporting templates for quarterly and annual updates;
6) Delivering a performance dashboard to track progress against goals;
7) Presenting the final plan and providing guidance on integrating reporting tools into agency operations;
8) Supporting the formal rollout of the plan starting January 2027, including check-ins and annual update reports.

Period of Performance
The contract period will commence upon issuance of a Notice to Proceed, anticipated to be January 1, 2026, and will conclude on December 31, 2028.

Place of Performance
The services will be performed at the Office of Chief Medical Examiner located at 421 East 26th Street, New York, NY 10016.

Bidder Requirements
Bidders must be certified as Minority or Woman Owned Business Enterprises (M/WBEs). Contractors are required to have prior experience in providing strategic planning services similar to this project and must submit at least three references along with a sample of previous work.
