Description

The NYC Department of Small Business Services (SBS) is seeking a qualified vendor or a consortium of qualified vendors ( Contractor(s) ) to implement commercial leasing support services including, but not limited to, legal assistance and representation for commercial tenants facing lease related challenges. This program supports a law passed in June 2016 by the New York City Council to amend the City's administrative code in relation to curtailing harassment of small businesses and other non-residential tenants (Local Law No. 77 of 2016). This program additionally supports a local law passed in September 2020 to amend the City's administrative code in relation to legal services for small business tenants (Local Law No. 90 of 2020). This Competitive Sealed Proposal procurement is being solicited to the vendors listed on the Legal Services CityWide Bidders List. Solicitation documents can be found in Passport. Work Details
The contractor(s) will deliver pre-litigation commercial leasing support services including:
- Providing legal assistance and representation for a minimum of 750 eligible small businesses annually.
- Delivering pre-litigation services such as sending legal correspondence to landlords, addressing tenant harassment issues, and resolving challenges related to property ownership changes.
- Implementing a client intake process to verify eligibility for services.
- Ensuring accessibility of services in multiple locations and languages as determined by SBS.
- Assigning staff resources for research, data entry, marketing, outreach, and managing service delivery through a customer relationship management system.
- Reporting metrics and outcomes monthly to SBS in an agreed format.
- Conducting workshops/webinars to educate small business owners on lease negotiations and conducting at least five legal clinics across the boroughs for quick consultations.

Period of Performance
The contract term is anticipated to be from July 1, 2025, through June 30, 2028, with an option to renew for up to two additional years at the City's discretion.

Place of Performance
Services will be provided throughout New York City, including all five boroughs.
