The State University of New York at Buffalo, hereafter referred to as the the University is submitting this Invitation for Bid (IFB) for turnover painting services to prepare rooms for new occupancy once they have been vacated. The actual number of rooms to be painted cannot be determined until approximately two (2) weeks after the student vacates. Estimated quantities shown on Attachment A: Pricing Page Painting Services for Residence Halls South Campus, are based upon previous years quantities. It shall be noted that square/linear footage on Attachment A: Pricing Page is based on most of the room types. There are slight variations in actual square/linear footage numbers in some areas due to the design of the building. Refer to Attachment B: Supporting Graphics for additional information. The Contractor must show that he or she can provide enough painters to complete the work in the time allowed. All work noted on Attachment A: Pricing Page Painting Services for Residence Halls South Campus must commence on or about May 27, 2025 and be completed by August 9, 2025 for year one. This is a three (3) year term contract. Years two (2) and three (3) shall commence and be completed using approximately the same date range. Pricing noted on Attachment A will be used if remedial painting services are required throughout the contract term to allow for emergency situations such as flooding, vandalism, fire, etc.

Qualification of Bidder/Contractor/Submittals

The Bidder will be awarded only to a responsible Bidder, qualified by experience and in a financial position to provide the items and services specified. To facilitate prompt award of the Bid, the Bidder shall attest to the following: The Bidder shall demonstrate and provide proof at the time of Bid submission of at least five (5) years' experience in Painting Services in a commercial/educational/institutional setting. The actual work shall be done by qualified and experienced employees working under the Bidder's supervision or under the supervision of an experienced supervisor who has also been doing this type of work for five (5) years. The Bidder shall be actively participating in a New York State Department of Labor approved certified Apprentice Program and show proof of same at time of Bid. More than one Bid from an individual, firm, partnership, corporation, or association under the same or different names will not be considered. Reasonable grounds for believing that a Bidder/Contractor is interested in more than one proposal for the same work will cause the rejection of all proposals in which such Bidders are believed to be interested. Any or all proposals will be rejected if there is reason to believe that collusion exists between Bidders. Proposals in which the prices and quantities are obviously unbalanced will be rejected. Contractor shall provide at least three (3) references of work performed of a similar scope and nature. References must include company name, address, telephone number, contact person and a description of the work performed on the provided Attachment C: Vendor Data Sheet / References.. Public Work Contractor and Subcontractor Registry Starting December 30, 2024, all contractors and subcontractors submitting bids or performing construction work on public work projects covered by Article 8 of the Labor Law are required to register with the New York State Department of Labor (NYSDOL) under Labor Law Section 220-i Contractors must submit their certificate of registration at the time the bid is made.

Work Details
The contractor will provide all labor, supervision, tools, equipment, supplies, and incidentals necessary for the satisfactory completion of painting services in the residence halls on South Campus. Specific tasks include:
- Preparing rooms by moving and protecting furniture with drop cloths or plastic sheeting.
- Repairing any wall imperfections such as holes, cracks, or dents before painting.
- Applying two coats of Sherwin Williams Promar 200 Eggshell paint to all bedroom walls and bathroom door facings into bedrooms.
- Painting ceilings with two coats of Sherwin Williams Flat White Ceiling Paint.
- Painting door frames with DTM semi-gloss paint on both sides except for bathroom doors.
- Ensuring that all work is completed during normal business hours (7:00 a.m. – 5:00 p.m., Monday-Friday) unless otherwise approved.
- Providing a minimum of one gallon of each paint color to the University at the end of each annual base scope period.
- Maintaining cleanliness by removing debris and ensuring no paint spills occur on furnishings or flooring.

Period of Performance
The contract term is three years, commencing on May 1, 2025, through April 30, 2028. Work under this contract must begin on or about May 27 each year and be completed by August 9.

Place of Performance
The painting services will be performed at Clement Hall located on the South Campus of the University at Buffalo.
