Background
The Mayor's Office of Special Enforcement (OSE) is a task force dedicated to ensuring the safety of NYC communities from illegal and unregulated industries. The OSE operates the Short-Term Rental Registration (STR) system on the Salesforce platform, which requires ongoing maintenance and support to function effectively. The goal of this contract is to provide maintenance, technical support, and enhancements to the STR system to meet operational needs and enforcement activities.
Work Details
The selected vendor will provide:
A. Maintenance and technical support services for the Salesforce-based Short-Term Rental Registration (STRR) System, including:
1. Timely Software Updates for regular maintenance;
2. Bug Fixes and Issue Resolution for technical glitches;
3. End-user Support for internal staff and public users.
B. Phase III enhancements including:
1. Enhancing document management and user interface;
2. Integrating Box.com into Salesforce;
3. Enabling printable views and customized STR reports;
4. Strengthening listing management workflows;
5. Automating STR owner information updates;
6. Introducing internal investigation controls;
7. Ensuring accurate address evaluations;
8. Enabling secure data sharing with CENDs via API.
Period of Performance
The anticipated contract term for maintenance and technical support services is thirty-six (36) months, effective July 1, 2026, with an option for a one-year renewal up to three years at OSE's discretion. Phase III enhancements are expected to be implemented within twelve (12) months, tentatively starting May 25, 2026.
Place of Performance
The contract will be performed in New York City.
Bidder Requirements
Vendors must be certified as Minority and Women-Owned Business Enterprises (M/WBEs) by the New York City Department of Small Business Services (SBS). They must have a minimum of five years' experience supporting Salesforce environments, including Service Cloud and Experience Cloud, as well as two years' experience with Short-Term Rental Registration systems or similar government compliance platforms.
