Description

Background
The New York City Administration for Children’s Services (ACS), through its Division of Child and Family Well-Being's (CFWB) Office of Community Engagement and Partnerships (OCEP), is seeking nonprofit organizations to manage and support daily activities and operations of 11 Community Partnerships. These partnerships consist of community coalitions made up of service organizations, community residents, and other stakeholders committed to improving the well-being of children and families through collective planning and action. ACS encourages organizations led by and serving people of color and other historically marginalized communities to apply.

The contractor will be responsible for building, diversifying, and sustaining the partnership, supporting leadership development among community members serving as Community Ambassadors, and collaborating with partnership members to achieve program strategies. ACS will provide oversight and technical assistance to ensure high-quality implementation.

Work Details
The contractor must manage the daily operations of the Community Partnerships, which include:
1) Building a diverse coalition of community members;
2) Supporting the leadership development of Community Ambassadors;
3) Collaborating with partnership members on strategies and program activities;
4) Engaging in community organizing efforts;
5) Facilitating connections between residents and resources;
6) Implementing well-being activities;
7) Communicating policy recommendations to city stakeholders.

The contractor is expected to hire a minimum of 1.5 full-time equivalent Community Ambassadors with flexibility in their roles based on community needs.

Period of Performance
The contract period is from January 1, 2027, to December 31, 2029, with options for two additional three-year terms pending availability of funds.

Place of Performance
The services will be performed in designated neighborhoods across New York City including BX-Mott Haven, BX-Hunts Point, BX-Highbridge, BK-Bed-Stuy, BK-Bushwick, BK-East New York, BK-East Flatbush, MN-East Harlem, QN-Elmhurst, QN-Jamaica, SI-North Shore.

Bidder Requirements
Proposers must be a 501(c)(3) nonprofit organization with at least five years of experience operating human services or public health programs within the priority community they are applying for. They must also have five years of experience in community organizing or coalition-based work in that same community. Subcontracting is allowed but must be approved by ACS.
