ACS' Clinical Consultation Program Concept Paper The Clinical Consultation Program Concept Paper is the precursor to a forthcoming Request for Proposals (RFP) the New York City Administration for Children's Services (ACS) expects to release in the fall of 2024. ACS is seeking contractors to provide clinical consultation services to CPS teams throughout the five boroughs in Collaborative Assessment, Response, Engagement and Support (CARES), Protective Diagnostic (PD), and Family Service Units (FSU) teams in Borough Offices. The Clinical Consultation Program will also support the Division of Child Protection's Office of Special Investigations (OSI), which investigates maltreatment allegations involving foster parents, ACS staff, and/or childcare providers. Background
The New York City Administration for Children’s Services (ACS) is seeking contractors to provide clinical consultation services as part of its Clinical Consultation Program (CCP). This program aims to support Child Protective Services (CPS) teams across the five boroughs in addressing child maltreatment allegations.

The CCP was established following a significant court case regarding domestic violence and has been operational for over 20 years, providing guidance on complex issues such as mental health, substance use, and child development. The upcoming Request for Proposals (RFP), expected to be released in fall 2024, will refine the services offered by the CCP based on stakeholder feedback and research conducted by the Harvard Kennedy School Government Performance Lab.

Work Details
Contractors will provide clinical consultation services to CPS teams in Collaborative Assessment, Response, Engagement and Support (CARES), Protective Diagnostic (PD), and Family Service Units (FSU). Specific tasks include:
- Creating a list of community-based service providers;
- Advising CPS teams on complex family issues;
- Assisting with family engagement and service planning;
- Conducting individualized assessments;
- Enhancing family engagement through direct outreach;
- Coordinating referrals;
- Documenting efforts in ACS’ system of record, CONNECTIONS.

Services may include both virtual and in-person interactions with families.

Period of Performance
The contracts are anticipated to have an initial term of three years starting January 1, 2026, with two additional three-year renewal options.

Place of Performance
The contract services will be performed throughout the five boroughs of New York City.
