Step 1 - ARC Records Digitization Project Phase 2

Background
The City of Las Vegas is undertaking Project Phase 2 of the ARC Records Digitization Project, aimed at scanning, digitizing, and indexing a large collection of permanent records. This initiative is part of the City’s mission to enhance its Archive and Records Center (ARC), which serves as an offsite storage facility for various city departments. The goal is to provide high-quality digitization services that will allow for better management and accessibility of records dating back several decades.

Work Details
The selected Offeror will be responsible for:

1. Scanning and digitizing approximately 5,250 Building & Safety hardcopy plans in various sizes (8"x11", 8"x14", 18"x24", 24"x36", and 36"x48").

2. Digitizing 9,000 microfiche films (4"x6") related to zoning, land use, and maps dating back to 1951.

3. Converting over 4,500 microfilm rolls covering building permits, cemetery deeds, and historical records dating back to 1929.

4. Handling over 1,000 archive record boxes containing permits and associated documents organized by barcode identifiers.

5. Ensuring all scanned documents are stored in the City’s OpenText Content Manager (CM) application with appropriate metadata captured during the process.

6. Providing both onsite and offsite services for scanning and conversion while maintaining the integrity of original records throughout the process.

Period of Performance
The project is funded with a budget exceeding $1 million, with an anticipated contract award during the second quarter of calendar year 2026.

Place of Performance
The work will primarily take place at the City’s Archive and Records Center (ARC) located in Las Vegas, Nevada.

Bidder Requirements
Offerors must demonstrate experience in digitizing similar materials and possess all necessary licenses and certifications required for performing such work. The proposal must include details about partnerships or subcontractor arrangements if applicable.
