School Health Services (SHS) Electronic Health Record (EHR) and Billing System

Background
The Nevada State Purchasing Division, on behalf of the Department of Health and Human Services (DHHS)/Division of Health Care Financing and Policy (DHCFP), is seeking proposals for a statewide, cloud-based, interoperable Electronic Health Record (EHR) and Medicaid billing system for schools.
This initiative aims to enhance school health services (SHS) by providing a sophisticated system that integrates with existing platforms like Infinite Campus, thereby improving Medicaid billing processes and compliance.
The project is funded by Nevada’s CMS State Grants aimed at expanding Medicaid and CHIP School-Based Services.

Work Details
The selected vendor will provide a comprehensive EHR and Medicaid billing system that includes the following core requirements:
1. **Medicaid Billing and Claims Management**: Automate claim submissions with built-in validation checks, ensure compliance with Medicaid coding standards (ICD-10, CPT, SNOMED CT), validate claims across multiple compliance checkpoints, enable batch processing for efficiency, and allow real-time claims tracking.
2. **Information Security and Privacy Requirements**: Implement robust security measures compliant with HIPAA, FERPA, NIST standards; provide documentation of security plans; ensure data encryption in transit and at rest.
3. **Integration with Infinite Campus**: Seamlessly synchronize student data to eliminate redundant data entry.
4. **Medicaid Compliance Support**: Provide structured documentation tools for Medicaid-covered services; automate parental consent tracking; include audit-ready documentation features.
5. **Reporting and Analytics**: Enable customizable reporting capabilities for LEAs to monitor performance; ensure data anonymization methodologies are in place to protect PII.
6. **Training and Technical Assistance**: Develop a structured training program for LEA staff; provide ongoing technical support through a dedicated help desk; offer refresher training sessions as needed.

Period of Performance
The contract is expected to last four years from the date of Board of Examiners approval, with an option to extend for two additional years if funding allows.

Place of Performance
The services will be performed statewide across Nevada's Local Education Agencies (LEAs).

Bidder Requirements
Vendors must be registered at nevadaepro.com, hold an active business license in Nevada, comply with all mandatory minimum requirements including indemnification clauses, maintain appropriate insurance coverage as specified in the solicitation, and ensure all subcontractors meet the same standards.
