Rtp Air Quality Conformity Determinations

Background
The Regional Transportation Commission of Southern Nevada (RTC) is a political subdivision of the State of Nevada, responsible for transportation planning, traffic management, and roadway design in Southern Nevada.

This Request for Proposals (RFP) aims to select a qualified firm to provide professional technical support for employment projections related to RTC’s Regional Transportation Plan (RTP), as well as on-call services for urgent RTP amendments and EPA-required Air Emission Model updates. The project is 95% federally funded, necessitating compliance with federal conditions.

Work Details
The selected consultant will provide need-based traffic modeling services to determine air quality conformity for amendments to the RTC’s RTP, titled 'Let’s Go 2050'.

Specific tasks include running the air quality model, conducting air quality analysis, demonstrating conformity, and preparing technical reports for each model run. The consultant will be expected to provide modeling and analysis for up to three RTP Amendments.

Period of Performance
The initial performance period will commence upon Notice-to-Proceed and extend until June 30, 2027.

Place of Performance
The contract work will primarily take place in Southern Nevada, specifically related to the RTC's jurisdiction.

Bidder Requirements
Proponents must submit Federal Conditions forms with required signatures as part of their RFP response.

Additionally, bidders should be aware that the RTC will ensure full and fair opportunity for disadvantaged business enterprises in accordance with Title VI of the Civil Rights Act of 1964. Proponents are also required to maintain insurance against claims arising from their performance under the contract.
