Nevada Child Care System Replacement

Background
The Nevada State Purchasing Division, on behalf of the Department of Health and Human Services (DHHS) and the Division of Welfare and Supportive Services (DWSS), is seeking proposals for the replacement of the existing Nevada Child Care System (NCCS).
The goal is to develop a modern, efficient, and user-friendly platform that enhances case management, eligibility determination, provider management, fund management, and payment processing.
This initiative aims to address limitations of the current system implemented in 2007 and improve service delivery for families and childcare providers in Nevada.

Work Details
The awarded vendor will be responsible for the development, customization, and implementation of a new system tailored to DWSS’s specific requirements.
Key tasks include:
- Customization and deployment of a solution built around a code transfer model.
- Enhancing capabilities across various functionalities including eligibility determination and payment issuance.
- Providing all necessary licensing, hardware, and costs associated with the proposed solution.
- Conducting Joint Application Design (JAD) sessions to document functional and technical requirements.
- Developing detailed functional and technical design documents.
- Implementing security protocols to safeguard data.
- Providing comprehensive training plans for end-users.
- Establishing a project management plan that includes communication management, risk management, quality management, etc.

Period of Performance
The contract is expected to commence upon Board of Examiners (BOE) approval with an anticipated duration of four years.

Place of Performance
The work will primarily take place in Carson City, Nevada; however, remote work may also be accommodated as agreed upon.

Vendors must be registered at nevadaepro.com to respond to this solicitation. They must hold an active entity registration in sam.gov prior to contract award.
Vendors are required to comply with all mandatory minimum requirements outlined in the RFP including maintaining insurance coverage as specified in the attached insurance schedule.
