Managed Care Organization (MCO) combined Battle Born State Plans (BBSP)

Background
The State of Nevada Purchasing Division, on behalf of the Division of Health Care Financing and Policy (DHCFP) at the Nevada Department of Health and Human Services (DHHS), is seeking proposals from health carriers to offer new, state-contracted public option health insurance plans known as Battle Born State Plans (BBSPs).

This initiative is mandated by Nevada Senate Bill 420, which aims to improve affordability, reduce healthcare disparities, increase competition in rural areas, and promote value-based financing arrangements. The BBSPs must comply with all state and federal requirements for individual market plans, including certification as Qualified Health Plans (QHPs).

Work Details
Vendors must submit a good faith bid to be eligible for the BBSP contract. The Vendor's responsibilities include:
1. Offering BBSPs as QHPs through the Nevada Health Link for eligible individuals.
2. Complying with all state and federal requirements applicable to QHPs.
3. Making BBSPs available in bronze, silver, and gold levels across geographic rating regions.
4. Meeting premium reduction targets set by the State, which require that silver BBSP premiums be at least 15% lower than the average reference premium over the first four years of operation.
5. Actively marketing and promoting BBSPs during open enrollment.
6. Aligning provider networks between BBSPs and Medicaid Managed Care Organization (MCO) products where feasible.
7. Committing to activities that improve healthcare workforce conditions in rural areas.

Period of Performance
The contract is expected to commence in 2025 and terminate on December 31, 2030, with an option for a one-year extension.

Place of Performance
The services will be performed within the State of Nevada.
