Description

The Purchasing Division is soliciting proposals from qualified vendors to develop State of Nevada compliance training and updates to the developed or off-the-shelf classes. The Division is looking for innovative and motivational teaching experiences for State employees
Background
The State of Nevada, through its Department of Administration and Purchasing Division, is seeking proposals from qualified vendors to develop compliance training and updates for State employees. The goal is to provide innovative and motivational teaching experiences that enhance the training currently offered, which includes online classes developed in Articulate Storyline and Adobe Captivate.

The Division aims to create a comprehensive program within budgetary constraints and reserves the right to award multiple contracts based on components of this RFP.

Work Details
The selected vendor will be responsible for the instructional design of both in-person and online classes aimed at State supervisors and employees. Specific tasks include:
1. Designing in-person classes on various subjects including workplace issues related to alcohol and drugs, employee performance evaluation, grievance handling, interviewing and hiring practices, work performance standards, progressive disciplinary procedures, ADA responsibilities, EEO laws, and FMLA supervisory responsibilities.
2. Creating online self-service refresher classes on similar topics for State employees.
3. Updating existing content to ensure compliance with federal and state laws.
4. Providing a mock-up redesign of existing content as part of the proposal submission.
5. Ensuring all materials comply with ADA accessibility rules and are developed using SCORM 1.2 standards unless otherwise approved by the Division.
6. Proposing innovative training modalities that may include microlearning or real-time development options.

Period of Performance
The contract is expected to commence upon approval by the Board of Examiners and will last for four years, with all deliverables due by June 30, 2025.

Place of Performance
The services will primarily be performed within the State of Nevada, specifically targeting State executive branch agency employees located in metropolitan areas as well as remote locations.
