Background
Truckee Meadows Water Authority (TMWA) is a community-owned water utility serving over 450,000 residents in the greater Reno, Nevada area. Established in 2001, TMWA operates under a joint powers authority and is governed by a seven-member board. The Authority's current ERP systems are outdated, with Tyler Eden for HCM and Payroll facing an end-of-life deadline in February 2027. TMWA seeks to replace its ERP systems to enhance operational efficiency and meet growing needs.

Work Details
The contract entails the selection and implementation of an Enterprise Resource Planning (ERP) system that includes core functionalities such as Financial Management, Human Capital Management (HCM), and Timekeeping & Scheduling. Bidders are encouraged to propose solutions that address all areas but are not required to respond to all for consideration.

The expected scope includes:
- Core Financials: Accounts Payable, Accounts Receivable, Budget Management & Control, Cash Management, Contract Management.
- Core HCM: Employee Records, Benefits Administration, Learning Management, Payroll.
- Timekeeping: Time Entry, Scheduling.

Additional required services include project management, software installation/setup, data conversion and migration, testing, training services, ongoing support and maintenance.

Period of Performance
The estimated start date of the contract is December 2025 with a required go-live for HR/Payroll/Timekeeping no later than January 1, 2027. The estimated go-live for Finance is set for January 1, 2028.

Place of Performance
The contract will be performed at Truckee Meadows Water Authority located in Reno, Nevada.

Bidder Requirements
Bidders must have provided three references from governmental organizations of similar size within the past five years. They must comply with all instructions in the RFP and submit proposals electronically via NGEM by August 5th, 2025. Bidders should also be licensed to do business in Nevada at the time of contract execution.
