Economic Development Strategic Plan

Background
Clark County, Nevada is seeking proposals from qualified providers to develop a comprehensive Economic Development Strategic Plan. The goal of this plan is to identify, analyze, and design actionable strategies for economic growth within Clark County. This Request for Proposal (RFP) is issued under the provisions of Nevada Revised Statutes (NRS) 332.115, which allows for awards exempt from competitive solicitation.

Work Details
The selected provider will be responsible for creating a Strategic Plan that includes: identifying opportunities to foster competitive ecosystems through various analyses (existing assets, economic development, redevelopment, incentives, target industries, workforce demographics), conducting a comprehensive economic and community assessment, performing SWOT analysis, establishing key performance indicators (KPIs), developing incentive programs, training for elected and senior leadership, and creating specific plans for business development and small business retention.

The project will be divided into phases including project initiation, economic assessment, strategic framework development, stakeholder engagement, implementation planning, and final plan delivery. Deliverables will include analytical reports, strategic recommendations, implementation frameworks, and presentations to county leadership.

Period of Performance
The contract is expected to be completed within 12 months from the date of award.

Place of Performance
The services will primarily be performed in Clark County, Nevada.

Bidder Requirements
Proposers must comply with local business license requirements if they are physically located in unincorporated Clark County or if the work is performed there. Proposals must not contain confidential or proprietary information and should include a cover letter declaring such. Proposers are also required to submit various documents including qualifications and experience relevant to similar projects.
