Background
The State Purchasing Division, on behalf of the Department of Human Services, Division of Child and Family Services (DCFS), is seeking proposals from qualified vendors to design, develop, and implement a federally compliant, modernized, and user-centered Comprehensive Child Welfare Information System (CCWIS). This system will replace the legacy UNITY case management system to improve service delivery, compliance, and data quality services. The selected vendor will be responsible for ensuring compliance with various federal regulations including 45 CFR 1355.50–59 and 2 CFR § 200.317.
Work Details
The vendor will design and implement a modular, scalable CCWIS that includes core modules such as Intake, Assessment/Investigation, Case Management, Foster Care Licensing, Case Review, Placement, Adoption, Independent Living, Court Processing, Eligibility, Financial Management, Provider Management, Worker Workflows, Forms Management, Reporting & Analytics.
The solution must support interoperability and mobile access while ensuring data migration from the legacy system with minimal disruption. The vendor is also required to provide ongoing Maintenance and Operations (M&O) support for two years post-implementation. Key tasks include:
- Developing system interfaces for bidirectional data exchange;
- Ensuring compliance with federal standards;
- Providing training and organizational change management;
- Delivering a comprehensive reporting solution.
Period of Performance
The contract term begins upon approval through June 30, 2027. The project timeline includes 18 months for Design Development & Implementation (DDI) followed by a warranty period that includes defect remediation.
Place of Performance
The work will be performed primarily in Nevada with potential requirements for on-site presence at various locations as needed by the State.
