City Hall Neutral Host Cellular System

Background
The City of North Las Vegas City Hall, opened in 2011, serves as the administrative headquarters for the City. It is a modern, multi-story, LEED Gold certified building that encompasses approximately 200,000 to 210,000 square feet across nine occupied floors. The existing indoor Distributed Antenna System (DAS) was designed to support a single carrier and provide 4G LTE coverage but has reached its end of life. It lacks support for multi-carrier or 5G services. The City seeks to replace this system with a new neutral host wireless solution that supports multiple carriers and future mobile technologies.

Work Details
The selected vendor will design, furnish, install, test, and commission a new neutral host indoor wireless system that provides carrier-grade mobile coverage for all major US commercial carriers (minimum Verizon, AT&T, T-Mobile) throughout all nine floors of the City Hall building. The solution must support multi-band 4G LTE and 5G services and utilize existing pathways where feasible. Key deliverables include:

1. Detailed site survey and RF design for all nine floors.
2. Installation of all active and passive components including head end equipment, remote radios, antennas, cabling, and power supplies.
3. Project management coordination with City staff and mobile network operators.
4. Compliance with federal, state, and local codes.
5. A management platform for ongoing performance monitoring.
6. Training for City staff on operation and maintenance.

Period of Performance
The contract period will commence upon execution of the agreement and continue until the completion of services as determined by the City.

Bidder Requirements
Respondents must provide proof of appropriate licenses as required by Nevada law prior to submission. A minimum warranty period for all installed equipment is required along with defined response commitments for repairs. Proposals must include various exhibits such as a non-collusion affidavit and qualifications documentation.
