Black Hills North Solar and/or Battery Energy Storage Facilities

Background
The City of Boulder City, Nevada, is seeking proposals for the development of solar power generation and/or battery energy storage facilities at the Black Hills North site. The objective is to promote the beneficial use of undeveloped land for renewable energy generation while minimizing water usage. The City aims to establish itself as a leading location for renewable energy in the country and has the ability to enter into long-term leases for property use.

Work Details
The project involves the development of utility-scale photovoltaic solar generation and battery energy storage systems. Proposals should include detailed plans for construction, operation, and management of these facilities. Respondents must assess site conditions, including soil and subsurface evaluations, and are responsible for obtaining all necessary permits (e.g., BLM rights-of-way, construction permits).

The project site consists of approximately 1,200 acres with specific requirements for utilities such as water supply (including fire protection), sewer systems, access roads, and electrical interconnections with NV Energy. Preference will be given to proposals that incorporate battery energy storage.

Period of Performance
The contract term will commence upon mutual execution and delivery of the contract and will continue until a date mutually agreed upon during negotiations.

Place of Performance
The project will be performed at the Black Hills North site in Boulder City, Nevada.

Bidder Requirements
Respondents must demonstrate proven experience in financing and constructing similar projects. They must provide financial documentation including audited reports from the past three years, evidence of creditworthiness, and details on key personnel involved in the project. Additionally, respondents must comply with insurance requirements including general liability and worker's compensation insurance.
