Background
The City of Boulder City, Nevada, is issuing this Request for Proposals (RFP# 2025-21) to promote the beneficial use of undeveloped land for solar power generation and battery energy storage.
The goal is to encourage the development of projects that utilize minimal water or effluent in the Eldorado Valley. The City aims to establish itself as a leading renewable energy location and is open to long-term leases for city property designated for electricity generation.
Work Details
The successful Respondent will be responsible for planning, financing, developing, constructing, and operating a utility-scale solar power generation and/or battery energy storage system facility. Proposals should include:
- A utility-scale photovoltaic solar generation system and/or battery energy storage technology.
- A lease rate proposal per Megawatt (MW) of installed battery storage capacity per year.
- An initial Fire Safety Assessment Fee of $194.00 per MW of installed battery storage capacity and $90.00 per acre annually thereafter.
- Compliance with all applicable laws including Nevada Revised Statutes and Boulder City Code.
The project site consists of approximately 141.25 acres located at Droneport Ave @ Spring Canyon Road, which includes three parcels (122 acres, 9.55 acres, and 9.7 acres).
Period of Performance
The contract term will commence upon mutual execution and delivery of the Contract and will continue until a date mutually agreed upon during negotiations.
Place of Performance
The project will be performed at Droneport Ave @ Spring Canyon Road in Boulder City, Nevada.
Bidder Requirements
Respondents must demonstrate proven experience in financing and constructing similar projects, provide a detailed business plan including safety programs and project timelines, submit financial information including audited reports from the last three years, and ensure compliance with all necessary permits including BLM rights-of-way, construction permits, grading permits, electrical permits, etc.
Additionally, insurance requirements include general liability insurance with specified limits and worker's compensation insurance as per Nevada law.
