Description

The City of Albuquerque seeks proposals to provide evidence-based therapeutic and trauma recovery services for individuals and families at highest risk of gun violence and violent crime, supporting healing, reducing recidivism, and enhancing community safety.
Background
The City of Albuquerque, through its Purchasing Division on behalf of the Albuquerque Community Safety Department (ACS), is seeking proposals for culturally responsive, evidence-based therapeutic and trauma recovery services. This initiative aims to support individuals and families at high risk of gun violence and violent crime, aligning with the city's violence prevention strategies. The selected Offeror(s) will focus on delivering innovative programs centered around trauma-informed care and cognitive behavioral therapy (CBT), primarily targeting youths aged 12 to 26, while also accommodating individuals over 27 on a case-by-case basis. The total funding available for this contract is up to $600,000, which may be allocated to one or multiple Offerors at the city's discretion.

Work Details
The selected Offeror(s) will provide a comprehensive range of services including:

1. **Cognitive Behavioral Therapy (CBT)**: One-on-one sessions tailored to the target population, aiming for a minimum of 200 hours per individual over one year.

2. **Trauma Recovery Services**: Utilizing various strategies such as grief counseling referrals and cultural healing methods.

3. **Non-Traditional Hours of Operation**: Services must be available Monday through Friday until at least 9:00 PM to accommodate participants' schedules.

4. **Collaboration with Referral Sources**: Engaging with entities like the City’s Violence Prevention & Intervention Division and other approved sources for participant referrals.

5. **Background Screening**: Ensuring all personnel interacting with participants undergo comprehensive background checks including criminal history and sex offender registry checks.

6. **Preferred Services** (not required but favored): Weekend/Holiday availability, Employment Training programs, and Transitional Employment opportunities lasting 6-12 months.

Period of Performance
The contract is expected to have an initial term of one year with options for renewal up to three additional years in one-year increments, not exceeding a total duration of four years.

Place of Performance
Services will be performed in Albuquerque, New Mexico, specifically targeting diverse communities impacted by gun violence.

Bidder Requirements
Offerors must demonstrate relevant experience in violence prevention and trauma services. They are required to submit a Pay Equity Reporting Form as part of their proposal. Additionally, compliance with insurance requirements including general liability, automobile liability, workers' compensation, professional liability, and sexual abuse/molestation coverage is mandatory. All personnel must pass background checks before engaging with participants.
