Upgrade of Torrance County Dispatch Center to NMDOIT System

Background
The Torrance County Dispatch Center is seeking to upgrade its systems to the New Mexico Department of Information Technology (NMDOIT) system. The goal of this contract is to enhance the interoperability of the dispatch center with state systems, ensuring efficient communication and operations. The agency responsible for this procurement is Torrance County, with Kristin Saavedra serving as the Chief Procurement Officer.

Work Details
Motorola Solutions, Inc. will provide the necessary equipment and services to upgrade the existing dispatch center to integrate with the NMDOIT system. The scope of work includes:

- Installation of new MPLS network equipment and reconfiguration of existing hardware for compatibility with the State system.
- Upgrading existing dispatch center hardware to match or exceed the ASTRO 25 version (2021.X) prior to moving operations.
- Deliverables include a detailed project lifecycle summary, installation standards, responsibilities for both Motorola and Torrance County, and a list of required equipment including:
- 4 ACX7024 Redundant Power Supply Units
- 4 EACX 100G Software Licenses
- 4 ACX7024 DC Power Supply Service Units
- 40 Small Form Factor Pluggable Connectors (10 each from four batches)
- Additional licenses for MCC7500 consoles and ASTRO 25 trunking operations.

Period of Performance
The contract will be effective until Final Project Completion, expected on or before September 30, 2026.

Place of Performance
The work will be performed at the Torrance County Dispatch Center located in Estancia, New Mexico.

Bidder Requirements
Motorola Solutions is identified as the sole source provider due to their unique capabilities in integrating with existing Motorola dispatch consoles and providing proprietary features essential for operation within the NMDOIT framework. No other vendors were found capable of supplying all necessary equipment and services required for this upgrade.
