Description

Surplus Transformer Disposal
Background
The City of Farmington, NM is seeking bids for the disposal of surplus transformers and electrical equipment. The goal is to recycle oil-filled electrical equipment, with specific guidelines based on PCB concentrations. The City emphasizes that the property is sold 'AS IS, WHERE IS' with no warranties except for PCB concentration information.

Work Details
Bidders are required to load, transport, and recycle various types of oil-filled electrical equipment including pole and pad mount transformers, regulators, reclosers, current transformers, voltage transformers, and capacitors. Equipment with oil containing less than 1 ppm PCBs can be rebuilt or recycled; those with 1 ppm to 50 ppm must be recycled as scrap.

A detailed inventory of the equipment is provided in Attachment A. Bids must be calculated using the Surplus Equipment Bid Calculation Worksheet which includes:
- Transformer bid amounts calculated per kVA
- Equipment bid amounts calculated by unit
- All lines in the Bid Schedule worksheet must be completed to avoid rejection.
- Bidders must provide a Bill of Lading or non-Hazardous Waste Manifest at shipment time.
- Certificates of treatment/recycling for oil and destruction for scrapped equipment must be provided within specified time frames.

Period of Performance
The successful bidder must remove all items from the City premises within sixty (60) days after payment has been received.

Place of Performance
The work will be performed at the Municipal Operations Center (MOC), 101 N. Browning Parkway, Farmington, New Mexico 87401.

Bidder Requirements
Bidders must comply with various insurance requirements including commercial general liability insurance with a minimum coverage of $1 million, automobile liability insurance, and worker's compensation coverage as per New Mexico laws. Bidders are also required to submit documentation regarding their receiving facilities including EPA registration numbers and health & safety plans.
