Background
The New Mexico Health Care Authority (HCA) is seeking to address immediate public education needs arising from recent changes related to H.R.1 affecting Medicaid and SNAP programs. The goal of this contract is to provide rapid-response multilingual communications support during the initial implementation period of these changes, ensuring that eligible New Mexicans receive timely and accurate information to prevent unintended loss of benefits.

Work Details
The contractor, Windlark Studios, Inc., will provide short-term, rapid-response multilingual communications support. This includes the development and production of plain-language, HCA-branded materials aimed at reducing confusion and supporting timely customer action. Specific deliverables may include:

- Expedited messaging development
- Production of essential digital and customer-support materials
- Time-sensitive web updates
- Core creative assets for Medicaid and SNAP messaging
- Supporting FAQs or scripts for customer assistance.

All services are restricted to the authorized emergency period and budget, focusing solely on addressing the immediate emergency condition.

Period of Performance
The contract term is from January 29, 2025, to April 29, 2025.

Place of Performance
Services will be performed in New Mexico as required by the HCA.
