Proprietary City Traffic Data Software License Renewal

Background
The City of Santa Fe Traffic Engineering and the Metropolitan Planning Organization (MPO) require access to speed data and crash data to address traffic concerns. In 2021, the Santa Fe MPO invested in the Urban SDK Platform to enhance their transportation data capabilities for safer streets. After two years of training on this proprietary platform, they have utilized it for detailed data analysis supporting the City's Complete Streets Division. The Public Works Department recognized the platform's value and initiated a three-year sole source contracting process in 2024.

Work Details
The contractor, Urban SDK, will provide a software license for traffic engineering purposes, which includes access to speed data, integrated crash data, and travel times. The license encompasses analytics and reporting features, data storage, and map building capabilities. Monthly traffic conditions data will be provided for various categories of vehicular speeds to identify speeding issues on road segments. Customer support will include training webinars, videos, and email assistance. The total contract amount is $140,046.92 over four years with annual payments structured as follows:

- Year 1: $33,475
- Year 2: $34,479.25
- Year 3: $35,513.63
- Year 4: $36,579.04.

Period of Performance
The contract will be effective for four years from the date of final signature.

Bidder Requirements
This is a sole source procurement; therefore, no competitive bidding is required. Urban SDK is recognized as the only provider capable of delivering the unique software services needed by the City.
