Parking Citation Administration and Revenue Reconciliation Services

Background
The City of Santa Fe, New Mexico, is seeking to procure a Parking Citation Administration and Revenue Reconciliation System. The purpose of this contract is to manage all aspects of parking citations including appeals, past due collections, issuance, payment, and documentation.

The vendor selected for this service is Conduent State & Local Solutions Inc., which has been providing these services since 2017. The goal of the contract is to ensure the efficient operation of the Parking Division through a proprietary system that has been extensively customized to meet the city's unique needs.

Work Details
The contractor will provide a comprehensive suite of services including:
1) Establishing and maintaining an internet-based database for violations;
2) Processing violations according to established business rules;
3) Maintaining an online payment processing system;
4) Managing virtual permit fulfillment;
5) Handling delinquent collections;
6) Providing detailed reporting and analytics capabilities.

The contractor will also ensure compliance with performance measures set forth in Exhibit A of the contract, which includes timelines and quality standards.

Period of Performance
The term of the contract will be for three years from the date of award, with potential extensions up to four years.

Place of Performance
The services will be performed within the City of Santa Fe, New Mexico.

Bidder Requirements
This contract is a sole source procurement justified under NMSA 1978, § 13-1-126. Conduent is recognized as the only vendor capable of providing these specialized services without disruption due to their proprietary systems (eTIMS® and CityCite®), which have been tailored specifically for the City’s operational requirements.
