Background
The County of Eddy, located in New Mexico, is seeking qualifications-based proposals from firms authorized to conduct business in the state. The purpose of this Request for Proposal (RFP) is to secure on-call engineering, surveying, testing, and environmental services for various construction and road projects. This initiative aims to ensure that selected firms are knowledgeable about current laws, regulations, industry standards, and accepted construction procedures.
Work Details
The awarded firms will provide a range of services including but not limited to:
1) Planning services related to disaster recovery and environmental/community impact;
2) Technical and field services for property boundary assessments and geotechnical conditions;
3) Hydraulic modeling;
4) Participation in public presentations;
5) Development of design documents and specifications;
6) Funding, bidding, and negotiation services;
7) Construction administration services including inspection and materials testing;
8) Other professional engineering services as applicable;
9) Preparation of grant applications, intersection improvements, and traffic studies.
Services will be negotiated on a project-by-project basis.
Period of Performance
The contract will be for one year with the possibility of annual extensions up to three additional years, not exceeding four years total.

Bidder Requirements
Firms must be authorized to do business in New Mexico. They must maintain professional liability insurance with minimum coverage of $1 million per occurrence and $2 million aggregate. The use of subcontractors is allowed but requires prior written approval from the County. Offerors must submit a Campaign Contribution Disclosure Form along with their proposals.
