On-Call Electric Power Line Tree Trimming Services

Background
The Incorporated County of Los Alamos is seeking proposals from qualified firms for On-Call Electric Power Line Tree Trimming Services. The County's mission includes maintaining safety and reliability in its electrical infrastructure, which necessitates regular tree trimming and cutting near energized power lines. The services will support the Department of Public Utilities in ensuring compliance with safety regulations and enhancing service delivery to the community.

Work Details
The contractor will provide tree trimming and cutting services around 15,000 volt energized power lines and 240 volt open secondary lines. Most work can be performed from a bucket truck, but some trees will require climbing for proper trimming or cutting. The contractor must supply trained personnel, tools, equipment, materials, and supplies necessary for the services. Specific tasks include:

1. Performing tree trimming services as directed by the County Project Manager on an on-call basis via Task Orders.

2. Ensuring all personnel possess relevant licenses and certifications, including ACRT Arborist Training – Line Clearance Arborist Certification.

3. Complying with applicable safety regulations including OSHA standards and local laws.

4. Responding to emergency requests for tree trimming services outside normal business hours when necessary.

5. Providing a minimum three-person crew equipped with necessary tools such as a fifty-foot aerial bucket, drum chipper, and personal protective equipment (PPE).

Period of Performance
The contract may be awarded for a term of up to seven years, with specific Task Orders issued as needed throughout this period.

Place of Performance
Services will be performed within the Incorporated County of Los Alamos, New Mexico.

Bidder Requirements
Offerors must possess all necessary licenses to conduct business in New Mexico and comply with state laws regarding foreign corporations. They must also provide proof of insurance coverage including general liability and workers' compensation insurance. Additionally, Offerors are required to submit a Certification Regarding Debarment, Suspension, and Other Responsibility Matters Form along with their proposal.
