Background
The El Paso County Hospital District, operating as the University Medical Center of El Paso (UMC), is a not-for-profit, community-owned healthcare organization in El Paso, Texas. UMC is the largest public hospital on the U.S./Mexico border and serves as a teaching hospital affiliated with Texas Tech University Health Sciences Center El Paso.

The mission of UMC is to heal, serve, and educate, with a vision to be the first choice for healthcare in the Southwest. This Request for Proposal (RFP) seeks to select a General Contractor for the renovation of the Thomason Tower 8th Floor to create a new 25 Bed Observation Unit, aimed at consolidating existing observation functions and enhancing healthcare services in the region.

Work Details
The General Contractor will be responsible for providing all necessary materials, labor, equipment, and services to complete the renovation project. The scope includes:
- Construction of an Emergency Department Observation unit on Level 8 of Thomason Tower, totaling approximately 13,420 square feet.
- Relocation of existing observation functions into a single area with support functions such as nurse stations, staff offices, assisted bathing rooms, and other patient support facilities.
- Exterior work involving new openings in the roof for mechanical systems and façade modifications for mechanical louvers.
- Installation of two new air handler units and exhaust fans on the main roof.
- Modifications to existing ductwork and routing of new medical gas lines from the utility plant to the 8th floor.
- Structural reinforcement of existing roof joists to accommodate new mechanical systems.

Demolition and reconstruction activities will occur within an active hospital environment with specific noise control measures during construction hours.

Period of Performance
The expected duration for project completion is approximately 12 months from the start date.

Place of Performance
The work will be performed at University Medical Center of El Paso located at 4815 Alameda Avenue, El Paso, TX.

Bidder Requirements
Offerors must comply with prevailing wage rates adopted by the El Paso County Hospital District Board of Managers and are required to furnish a Payment and Performance Bond for 100% of the contract price. Additionally, contractors must adhere to apprenticeship program procedures established by the Board.
