Background
The City of Santa Fe, through its Central Purchasing Division (CPD) and the Office of Affordable Housing (OAH), is issuing this Request for Proposals (RFP) to establish contracts for projects that advance affordable housing in the city. The primary goal is to support both rental and ownership projects that align with the community's affordable housing goals, as defined under the Affordable Housing Trust Fund (AHTF) and related city plans.
The AHTF aims to increase and preserve affordable housing for low- and moderate-income residents in Santa Fe.
Work Details
The RFP seeks proposals for projects that involve the creation, rehabilitation, or preservation of affordable housing units, including necessary infrastructure. Eligible projects include new construction, acquisition, renovation/rehabilitation, supportive housing, and mixed-income developments.
Specific types of housing sought include single-family homes, condominiums, townhomes, duplexes, triplexes, and developed Accessory Dwelling Units (ADUs). Proposals must demonstrate the ability to deliver high-quality affordable housing to low- and moderate-income households while providing a mix of affordability levels. Long-term affordability mechanisms such as deed restrictions, ground lease structures, and shared equity approaches are encouraged. Projects should also include innovative resident engagement models to enhance community stability and safety.
Period of Performance
The contract will be subject to a one-year term with an option to extend up to two additional years at the discretion of the City.

The geographic location for performance is within the City of Santa Fe.
Bidder Requirements
Proposals must comply with the New Mexico Affordable Housing Act and demonstrate consistency with its regulations. Offerors must disclose any relevant legal issues such as debarment or criminal charges against them or their principals.
The use of subcontractors is allowed but requires prior written approval from the City. Additionally, Offerors must complete a Campaign Contribution Disclosure Form as part of their proposal.
