Emergency Procurement - Temporary 10 MVA Mobile Substation Rental and Associated Electrical Support Services

Background
The City of Gallup, New Mexico, through its Electric Department, is undertaking an emergency procurement due to a failure at the Sunshine Substation. This has resulted in the loss of one of the city's three substations, leaving the electric system operating on only two substations. This situation creates a significantly weakened and unstable state that poses an elevated risk of widespread outages. Immediate action is required to stabilize the electric system and restore sufficient capacity until permanent repairs can be completed.

Work Details
The contract involves furnishing a temporary 10 MVA mobile substation capable of supporting the City’s electrical system. The contractor will coordinate delivery, installation, and electrical integration with the City of Gallup Electric Department and PNM switching operations. Additionally, technical support and operational coordination will be provided during the rental period. Support for safe removal and demobilization will also be included once permanent substation facilities are energized.

Period of Performance
Approximately January 1, 2026 through July 1, 2026, or until permanent Sunshine Substation equipment is energized and the mobile substation is safely removed.

Place of Performance
City of Gallup, New Mexico.

Bidder Requirements
The prospective contractor must be able to respond within the required timeframe with equipment compatible with the City’s electrical system. The Navajo Tribal Utility Authority was identified as the only entity capable of meeting these requirements.
