Emergency Chiller Repair Services

Background
The contract is issued by Eastern New Mexico University - Roswell, which is seeking emergency repair services for the primary chiller serving the ITC Building. The chiller has been experiencing repeated operational failures that pose an immediate threat to building operations and environmental control. The procurement method used is based on the emergency procurement statute (VMSA 1978, Section 13-1-127), which allows for expedited acquisition of services necessary to address urgent threats to public health and safety.

Work Details
The contractor, Rhoads Co., will provide the following services:

**Repairs:**
- Replace all oil pressure switches on each circuit.
- Replace oil in each circuit.
- Perform laboratory-grade oil analysis.
- Replace desiccant filter cores.

**Repair Process:**
- Refrigerant recovery is required on each circuit, with work performed one circuit at a time to keep the chiller partially operational. After component replacement, each circuit will undergo pressure testing and deep vacuum before recharging with recovered R-22. Any low refrigerant levels will be corrected with new R-22. Proper operation of all installed components and correct oil levels will be verified upon completion.

**Preventative Maintenance:**
- Wash condenser coils.
- Clean water strainers.
- Verify refrigerant charge on both circuits.
- Check oil levels on each circuit.
- Inspect and tighten wiring connections.
- Check all motor amp draws.
- Verify proper control sequencing.
- Perform electronic leak detection across the entire chiller.
- Check water flow and evaporator Delta-T.
- Identify any future potential issues.

Period of Performance
The term of the prospective contract is 1 month.

The services will be performed at Eastern New Mexico University - Roswell, specifically at the ITC Building.
