DEBRIS REMOVAL SERVICES
Background
The Department of Homeland Security Emergency Management is issuing this contract for debris removal services in response to the South Fork Fire in Lincoln County, New Mexico, and the Salt Fire in the Mescalero Apache Reservation. The affected areas were declared part of Federal Disaster FEMA-4795-DR-NM on June 20, 2024. This emergency procurement is necessary to address immediate threats to public health and safety due to extensive damage from fires and subsequent flooding, impacting over 900 private homes.

Work Details
The contractor will provide comprehensive debris removal services including:

1. **Structural Debris Removal**: Preparation, removal, transport, and recycling/disposal of metals, ash, debris, concrete foundations and flatwork, potentially dangerous trees, and contaminated soil from residential properties.

2. **Hazard Tree Removal**: Removal of tree limbs, branches, stumps, or trees that pose an immediate threat due to damage from the disaster. Specialized equipment such as chainsaws and cranes will be used for this task.

3. **Environmental Protection**: Actions to prevent hazardous substances from leaching into water and soil during debris removal activities.

4. **Site Setup and Mobilization**: Deployment of necessary equipment and establishment of temporary facilities for operational coordination.

5. **Private Property Site Assessment**: Evaluation of properties to identify fire and flood damage and hazardous trees resulting from the disaster.

6. **Debris Identification and Categorization**: Systematic documentation and classification of debris types for proper disposal methods.

Period of Performance
The contract will be performed over a period of 6 months.

Place of Performance
The services will be performed in Lincoln County, New Mexico, particularly around the Village of Ruidoso.
