Civil Site Construction & Earthwork Services

Background
Gallup-McKinley County Schools (GMCS) is seeking to establish one or more Indefinite Delivery / Indefinite Quantity (IDIQ) unit price contracts for Civil Site Construction and Earthwork Services. The goal of this contract is to support campus operations, maintenance, capital improvements, transportation infrastructure, athletic facilities, utilities, and emergency response activities. The primary objective is to secure qualified contractors capable of performing construction-grade earthwork and related civil site services.

Work Details
The contract will encompass the following core scope of services:
1. Earthwork & Excavation: Mass excavation, structural excavation, cut and fill operations, outside dirt moving and relocation, import/export of fill, subgrade preparation, embankment construction, compaction, trenching and backfill, hauling and lawful disposal, rough and finish grading, building pad preparation.

2. Gravel & Aggregate Base Construction: Aggregate base installation, sub-base preparation, roadway base construction, parking lot base preparation, bus yard and loop base preparation, athletic field base preparation, playground base preparation.

3. Concrete-Related Site Preparation: Concrete subgrade preparation, footing excavation, slab preparation, curb and gutter preparation, sidewalk preparation.

4. Associated Equipment & Operations: Heavy equipment operations with certified operators and dust control related to earthwork.

Optional services may include paving & surface construction (asphalt paving), site preparation & demolition (vegetation clearing), utility & underground infrastructure work (storm drain installation), drainage & water management services (retention basins), structural & specialty earthwork (caisson excavation), and environmental & emergency services (erosion control). Material supply for self-performed work includes various earthwork materials.

Period of Performance
The term of the contract shall be from the date of award through June 30, 2027. The District reserves the option to renew this agreement for up to seven additional one-year renewal periods until June 30, 2034.

Place of Performance
The geographic location for performance will primarily be within Gallup-McKinley County Schools' facilities in Gallup, New Mexico.

Bidder Requirements
Bidders must demonstrate their ability to perform the required services by providing evidence of technical capability and relevant experience. They must also maintain appropriate licensing and insurance consistent with the services performed. There are no minimum guarantees for work quantity under this IDIQ contract.
