Background
The State of New Mexico, General Services Department, State Purchasing Division is seeking bids for Bulk Fuel Supply Services.
The goal of this contract is to provide various types of fuel including unleaded and diesel fuel to multiple patrol yards across New Mexico, ensuring timely delivery and availability for state operations.

Work Details
The contractor will supply the following products:
1. 1,000 Gallon Tank, Aboveground, Unleaded Fuel at various locations with an estimated annual usage ranging from 2,000 to 85,000 gallons depending on the site.
2. 1,000 Gallon Tank, Aboveground, Diesel Fuel at various locations with similar estimated annual usage.
3. Additional services include delivery of fuel with specified notice periods (e.g., 24 hours or as requested) and the provision of fuel additives as specified in the bid documents.
4. The contractor must also provide a flat rate for deliveries beyond specified distances and demurrage fees for delays in unloading.

Period of Performance
The contract will be effective upon award and will continue for a period as specified in the final agreement, typically covering multiple years based on state needs.

Place of Performance
Fuel will be delivered to various patrol yards throughout New Mexico including locations in Animas, Anthony, Deming, Las Cruces, Lordsburg, and others as listed in the bid documents.

Bidder Requirements
Bidders must comply with specific requirements including providing proof of capability to deliver fuel within specified time frames (e.g., 24 hours), listing all refiner's depots utilized for supply, and adhering to any local business preferences such as resident veteran business status.
