Description

The purpose of this Request for Qualifications (RFQ) is to solicit sealed statements of qualification from experienced firms to establish a contract for Architectural Services for El Paso County Hospital District d/b/a University Medical Center ( Hospital District, University Medical Center, Owner or Hospital ). The selection of the firm will be at the sole discretion of University Medical Center and will be based on University Medical Center's sole opinion about which firm best meets the needs and requirements of University Medical Center. The services contemplated under this solicitation are for Architectural as well as Mechanical, Electrical, Plumbing, Construction Drawings, Bid and Construction Administration for new Ambulatory Surgery Center and Emergency Department and is included in the UMC 2025 General Obligation Bond Implementation Program. Reference Exhibit A for additional information The intent is to engage the qualified Architect to work under the direction of the Assistant Administrator of Planning, Design and Construction through the completion of the Project. The Assistant Administrator of Planning, Design and Construction is responsible for the overall management of the 2025 UMC General Obligation Bond Implementation Program including contract administration, coordination with other UMC Team members, community/education, communication with Stakeholders, etc.
Background
The El Paso County Hospital District, operating as University Medical Center (UMC), is a not-for-profit, community-owned healthcare organization in El Paso, Texas. UMC provides a wide range of acute care and outpatient services and is the largest public hospital on the U.S./Mexico border. The hospital's mission is 'To Heal, To Serve and To Educate.' It aims to be the first choice for healthcare in the Southwest. This Request for Qualifications (RFQ) seeks to establish a contract for Architectural Services as part of the UMC 2025 General Obligation Bond Implementation Program, specifically for a new Ambulatory Surgery Center and Emergency Department.

Work Details
The selected architectural firm will provide comprehensive services including:
- Architectural design
- Mechanical, Electrical, and Plumbing (MEP) engineering
- Construction drawings
- Bid administration
- Construction administration

The project includes:
1. West Ambulatory Surgery Center approximately 30,000 square feet with a budget of $33,829,000 featuring:
- 4 operating rooms
- 2 procedure rooms primarily for endoscopic procedures
- 2 future technology rooms
2. Emergency Department approximately 10,000 square feet with a budget of $13,347,915 featuring:
- 6 exam/treatment rooms
- 3 fast-track treatment areas
- X-ray & CT scan facilities
- Ultrasound and lab services

Additionally, the architect will develop a Master Plan for future site development that may include other healthcare-related facilities.

Period of Performance
The contract duration will align with the completion schedule outlined in Exhibit A of the RFQ. The project is part of the UMC 2025 General Obligation Bond Implementation Program.

Place of Performance
The work will be performed at the University Medical Center located at 4815 Alameda Avenue, El Paso, TX 79905. The project site includes parcels in the Canyon Creek Development near Resler Drive and Helen of Troy Drive in west El Paso.

Bidder Requirements
Offerors must submit completed and signed documents including: Response Agreement, Conflict of Interest Questionnaire, and Public Integrity Disclosure. The selected firm must also demonstrate proof of insurance coverage as specified in the RFQ.
