Transit Oriented Development (TOD) Consulting Services

Background
New Jersey Transit Corporation (NJ TRANSIT) is issuing this Request for Proposals (RFP) to solicit qualified firms for Transit-Oriented Development (TOD) Consulting Services. The goal is to support various projects under Task Order Contracts (TOC) as needed by NJ TRANSIT. NJ TRANSIT intends to award up to four contracts based on the most advantageous proposals, considering price and other factors. Background information, project descriptions, and evaluation criteria are included in the RFP documents.

Work Details
The selected firms will provide consulting services related to Transit-Oriented Development (TOD). Specific tasks may include but are not limited to: conducting feasibility studies, providing design and planning services, stakeholder engagement, and assisting with regulatory compliance.

The scope of services will be detailed in Attachments C and E of the RFP. NJ TRANSIT reserves the right to modify or delete tasks from the scope at any time during the contract period.

Period of Performance
The anticipated duration of the contract is subject to satisfactory performance and availability of funds, as outlined in Attachment C.

Place of Performance
The services will primarily be performed within New Jersey, specifically in areas designated for transit-oriented development projects.

Bidder Requirements
Proposers must have a valid business registration certificate issued by the Division of Revenue and Enterprise Services within the Department of Treasury. Additionally, all consultants must comply with Equal Employment Opportunity laws and regulations.

There is a Small Business Enterprise (SBE) and Disabled Veteran-Owned Business (DVOB) set-aside program goal assigned for this project, which requires participation from certified SBE/DVOB firms.
